What are the steps to get my HQL Firearms Safety Training?

  1. Schedule our four (4) hour HQL course and attend (an HQL class is valid for three (3) years. When you receive an HQL, there are no requirements to take class again. No ammunition or firearm needed for the HQL course, LS Training provides a semi-automatic handgun for the experience portion.

  2. Schedule MSP fingerprint from listed providers on this site click hereContact a fingerprinting service for your live scan fingerprints (finger print records may have a short time span on the State's computer system. You should receive a receipt with a "PCN number." Within 72 hours of receiving fingerprint PCN, make sure you complete the next steps after fingerprints.

  3. Gather information - You will need the instructors ID number (including letter and dashes), your MD identification, and your Live Scan PCN number.

  4. Create your account on the Maryland State Police Portal (MSPP) to start please click here

  5. Select "Initial Application" on MSPP and follow the prompts

  6. Your application will take some time which varies days so please be patient  (approximately 7-10 days)

  7. After HQL there is the MD State Police Licensing Portal web site helpful to create a login in order to complete any 77Rs (firearm sales and transfers) that is available by clicking here.

Do you offer the NRA Basics of Pistol training class?

  • Yes, we offer the eight (8) hour NRA Basics of Pistol Shooting class

  • Includes up to four (4) marksmanship target levels of live fire experience

  • Can include an hour of Maryland firearms law that satisfies the Maryland HQL

  • Receive both NRA Basic Pistol Certification and Maryland HQL if needed

  • NRA class, passing 70% is score on the 50 question written exam (open book)

  • Level I target shooting which is 4 inch group at 10 feet is required

  • Optional challenges up to instructor level which is a 6 inch group of 16 out of 20 shots from 45 feet

What is MD HQL?

Handgun Qualification License training is a four-hour block of instruction which includes classroom instruction on four required modules 1) state firearm law, 2) home firearm safety, 3) handgun mechanisms and operation, and 4) demonstrate the ability to safely fire a handgun.

Approved HQL training courses are offered by Maryland State Police approved Qualified Handgun Instructors who have established an account through the Maryland State Police MyLicense/e-gov site. Training is valid for 3 years and must be completed prior to submitting an application for a Handgun Qualification License.

Who needs a HQL?

A Maryland resident may not purchase, rent, or receive a handgun after October 1, 2013 unless they possess a valid Handgun Qualification License (HQL) issued by the Maryland State Police.

 

Exemptions

 

An applicant is not required to possess a Handgun Qualification License if they are:

​​

  1. A Licensed Firearms Manufacturer.

  2. Active law enforcement officer or a person retired in good standing from a law enforcement agency of the United States, the State, or a local law enforcement agency of the State.

  3. A member or retired member of the armed forces of the United States or National Guard.

  4. A person purchasing, renting or receiving an antique, curio or relic as defined in federal law or in determinations published by the Bureau of Alcohol, Tobacco, Firearms and Explosives.

 

The above listed individuals must provide acceptable documentation or valid credentials to a Regulated Firearms Dealer prior to purchasing or transferring a regulated firearm. All other Maryland residents are required to possess and present a valid Handgun Qualification License prior to the purchase or transfer of a regulated firearm.

 

Persons required to have a Handgun Qualification License, but exempt from the training component:

  1. Have completed a Maryland State Police (MSP) approved certified firearms safety course.

  2. Have completed a course of instruction and been issued a certificate of competency in firearms and hunter safety from the Maryland Department of Natural Resources.

  3. Is currently a qualified handgun instructor.

  4. Is an honorably discharged member of the armed forces of the United States or National Guard.

  5. Is an employee of an armored car company who has a valid Wear and Carry Permit issued by MSP.

  6. Lawfully owns a regulated firearm. If you own a regulated firearm prior to October 1, 2013, you are not required to complete the training and may apply for the Handgun Qualification License.

How do I sign up for HQL class?

With LS Training all you need to do is go to the main page and "Show Courses" or navigate to Courses  page via menu bar at the top of this page. Select an open date for training, then follow the prompts to complete your registration.

Do you offer fingerprinting?

No, LS Training does not offer fingerprinting services. We do suggest checking the Maryland State Police information > click here.

How do I pay?

Your payment is processed through PayPal which allows for a simple and secure transaction. We also a accept check, Venmo and most other credit/debit cards. We can provide an invoice with a payment link, or payment may be applied while booking a class.

What should I bring to class?

Do not bring a firearm or ammunition to the training center. The class is 4 hours long and includes a live fire so you should dress appropriately to sit in a class and shoot a pistol. Laptop, Tablet, or paper note taking is encouraged, so feel free to bring any device that will aid in information retention.

What will I shoot?

LS Training students will shoot a .22 semi automatic pistol. LS Training will provide the pistol and ammunition for the live fire requirement. It has a suppressor so not as much sound.

How do I become a collector?

The Maryland State Police website has the information at this link click here. Get the form and complete the steps at no cost. The form requires a Notary for your signature. LS Training can help provide a notary in our office if needed. Call to schedule.

Do you offer Maryland Wear and Carry?

We offer a 16 hour class over two days for New Wear and Carry. Book Day 1 and Day 2. and for an 8 hour class for Renewals. Book the Renewal class. New classes are Saturday and Sunday while Renewals are Sunday. If you need other times we may be able to accommodate. Give us a call and let's see how we can help.
